rate_limits.store_required

Deployable built for Workers has nowhere to count its rate limits.

Area 16, Built-in services; not declinable; the next step is usually the agent's.

A Worker's instances share no memory, so a deployable built for Workers that serves an API counts its rate limits in a store. An edge with none:

example
application {    deployables: {        edge: {            serves: [main]            target: Target.wasm        }    }}
