decline.not_declinable: Decline names a rule that can't be declined

Decline names a rule that can't be declined.

Area 1, Project layout and modules; not declinable; the next step is usually the agent's.

Only judgement calls can be declined; a plain mistake is fixed. A rule id Jadpo doesn't have is reported the same way, naming the nearest declinable rule.
